Democrats, on the other hand, have invited Trump to the White House for talks. But a Biden spokeswoman said Trump's team had yet to sign key documents that would begin the legal process of handing over power.
In a speech in the Rose Garden at the White House, Biden called on Democrats to unite without losing hope. "Remember, one loss doesn't mean you've lost everything," Biden said.
